Although the Legislative Session ends in April, advocacy is a year-round affair: Marylanders with intellectual and developmental disabilities are invited to join a local self-advocacy group, supported by our Empowering Partners initiative, to make positive changes in the community! DDA Budget Update

If you have not seen it, take a look at The Arc Maryland's recent update on the DDA Budget. 

The Senate Budget and Taxation (B&T) Committee announced their budget decisions for FY26. 

Funding in the Senate B&T's Budget numbers and language are similar to the House Appropriations' decisions shared last week, with a few notable exceptions. In the Senate, the language around the Geographic Differential was clarified to be reduced to 10% above "rest of state" rates, LISS individual grant limits were increased to $1,000 max per grant, End the Wait Act Implmentation Funding would be restored at $6 million, and the Dedicated Hours intent (based on the approved Medicaid Waiver) was memorialized to protect this funding in a person's budget when they have a need for dedicated hours for daytime behavioral 1:1/2:1, medical 1:1/2:1, or for recovery, transition, having less than 40 hours of a meaningful day service, or retirement.

These decisions confirm the restoration of significant amounts of the DDA budget previously targeted for cuts and cost containment measures and restored through a collaborative effort between the House, Senate, and Governor's office. Below outlines decisions released throughout the legislative session to restore funding to the Developmental Disabilities Administration (DDA).

Any differences between the House and Senate versions of the budget, including differences in budget language, will have to be worked out in Conference Committee. The Legislative Session is scheduled to end on April 7th.

Sample Topics Including:

Emerging and best practice treatment for specific disorders; benefits and how to access them; specific supportive services; trauma-informed, recovery-oriented, and/or peer services; early detection and intervention, criminal justice; servicing racial minorities and other underserved populations; substance use; physical health; developmental and behavioral disorders; handling specific situations like crises and disappearance; and advocacy and policy initiatives, specific policy topics, etc.

Proposals will be accepted on a rolling basis until Friday, May 2nd, 2025.
