Maintaining Waiver Eligibility & Enhancing Service Delivery: A Focus on Medical Assistance and Intentional Services

This training will cover two key areas: the impact of Medical Assistance on waiver eligibility and delivering intentional services. Participants will learn how Medical Assistance affects the DDA Waivers and explore strategies to prevent loss of coverage. This session will also explore DDA service models and how to identify the true purpose of a service, focusing on the person.

Facilitator: Allan Sheahen brings over 29 years of experience in the ID/DD field, having served in diverse roles such as enclave supervisor, case manager, quality assurance manager, programs director, and most recently, Chief Programs Officer at Abilities Network. He has actively contributed to various Developmental Disabilities Administration (DDA) workgroups and committees and is a member of the DDA Techfirst Advisory Committee. Passionate about enhancing service delivery, Allan has provided technical assistance to DDA providers across Maryland, helping them achieve impactful outcomes.

Allan holds a BA in Psychology from Loyola University, is a graduate of the National Leadership Consortium on Developmental Disabilities, and has earned certifications in Executive Leadership, High Performance Leadership, and Financial Management from Cornell University. Currently pursuing his MBA, he also serves as board chair of Maryland Inclusive Housing. In his free time, Allan enjoys hiking with his family and playing ice hockey.

Unregistered Attendees: Training fees are per seat. Only those who have registered for a training are allowed to attend. If MD Works identifies unregistered attendees in a training course, MD Works will invoice for each unregistered attendee.
