Job Description

Title: Contract Coordinator

Status: Exempt

Reports To: Employment Works Program Manager

Qualifications:

Graduation from an accredited college or university with bachelor’s degree in Business, Finance, Economics or a related field; OR two (2) years’ experience in Procurement/Business Development. Excellent written and oral communication skills; Computer Skills (Excel, Word, PowerPoint, Adobe); Ability to relate well to staff and board members of different races, ethnicities, genders, sexual orientations, socioeconomic backgrounds, and religions. A deep commitment to workforce and community development.

Job Purpose:

Under supervision of the Employment Works Program Manager, a Contract Specialist will administer, manage, and monitor supply and services contracts between the State of Maryland and eligible vendors through the Employment Works Program (EWP). The contract specialist will also work with a diverse team to identify and pursue business development strategies progress the mission of the organization. They will work creatively to build partnerships with Community Service Providers and Individual with Disability Owned Businesses. The Contract Specialist will also be responsible for building and maintaining relationships with state purchasers and agency leads in order to achieve workforce development goals.

Examples of Duties:

Manage the contract renewal process, including fair market price analyses, for an average portfolio size of 50 contracts.
Perform site visits during the duration of all contracts to ensure programmatic policies are being met.
Present regularly to a state oversight committee on contract pricing methodology.
Work with the Employment Works Program team to identify and develop work for individuals with disabilities in new industries.
Analyze current market data to provide accurate fair market assessments on all EWP contracts.

Excellent communication skills, including the ability to synthesize complicated information into clear and concise instructions.
An understanding of state government and procurement policy and procedures.
A familiarity with data and resources related to economic analysis and research.
The ability to mediate disputes and resolve issues between multiple parties.
Some experience either writing or reviewing RFP/IFB’s.
Strong creative problem-solving skills.
A positive attitude and demonstrated commitment to equitable economic development.
Must have reliable transportation; position requires at a minimum 25% travel.
